Bluebell and Primrose are twins, and as like 2 peas, according to Stepney. They only had numbers at first and were very pleased when Sir Topham Hatt, The Fat Controller gave them names.

Bluebell is based on the London, Brighton and South Coast Railway 0-6-0E2 with extended side tanks.

- Bluebell is simply a repaint of Thomas' model. The prototype is more accurate to the real engine and has a miniature driver leaning out from the cab. It also has a nameplate.
- Bluebell's collector card incorrectly states she is based on a LB&SCR E2 Class, instead of a SE&CR P Class (her model has the correct class labeled on her side tanks). It also erroneously states that Sir Topham Hatt gave her and Primrose their names.
